Batangas City mayoralty candidate Clemente Berberabe recently visited the Province of South Cotabato to personally witness and study the province’s free public service programs under the leadership of
Governor Reynaldo S. Tamayo Jr. Berberabe expressed his strong desire to bring similar initiatives to Batangas City, particularly the establishment of a City Public Hospital.
“Gusto kong dalhin sa Batangas City at sa mamamayan ang mga libreng programa ni Governor Tamayo,” Berberabe stated during his visit.
One of the key programs he plans to adopt is the establishment of a City Public Hospital.
"Sa Batangas City po, wala kaming City Public Hospital. Mayaman po ang Batangas City—highly urbanized, first-class city po kami—pero wala kaming public hospital," he said.
Comparing the resources available, he noted that South Cotabato operates on a ₱3.4 billion approved budget with a population of 900,000, while Batangas City has a ₱3.6 billion budget yet serves only 300,000 people.
Berberabe higlighted the importance of personally experiencing South Cotabato’s programs before committing to bringing them to Batangas City.
“Hindi ko po kasi pwedeng ibida sa aking mga kababayan na dadalhin ang mga programa na ito na hindi ko alam. Kaya bumisita po talaga ako dito sa South Cotabato. Personally, I wanted to witness kung totoo ba talaga ang mga programa na ito ni Gov. Tamayo. At ito nga—nakausap ko ang mga tao, ang mga nag-iimplementa, at mga beneficiaries ng mga programa—at nakita ko talaga na totoo at feasible, kayang-kaya gawin sa Batangas City.”
After witnessing firsthand the free hospitalization, education, and social services in South Cotabato, Berberabe affirmed his belief that these initiatives can be replicated in Batangas City.
"Kayang-kaya gawin sa Batangas City!" he declared, assuring his constituents that public service should be a right, not a privilege.
South Cotabato’s innovative and people-centered governance model has gained attention from various leaders nationwide. With its zero-billing hospital policy, free education programs, and efficient governance, the province continues to serve as a benchmark for effective and inclusive public service.
Berberabe’s visit highlights the growing recognition of South Cotabato’s transformative leadership and its potential to inspire other local government units to adopt similar initiatives.
